The capital budget bill that I am transmitting to you today currently                                                           
contains just the minimum level of general funds necessary to secure                                                            
federal or other matching funds.  This budget is the starting point for                                                         
discussion and negotiation with the Legislature.  I look forward to                                                             
working with you to craft a final capital budget that meets the needs of
